Civic issues
Topics getting the most attention in Elk Grove public meetings, ranked by how frequently they come up.
Summer Flats Housing Density and Workforce Housing
The project rezones land from low-density (RD-4) to medium-density (RD-12) for 120 starter homes — supporters call it desperately needed workforce housing for young buyers; opponents say the density jump doesn't fit the established neighborhood.
Local Preference for Affordable Housing
Only about 20% of affordable housing lottery applicants are Elk Grove residents, with waitlists three to five years long. The new program gives priority to households who live or work in the city for city-supported affordable rentals and homeownership units, without excluding outside applicants entirely.
Upcoming Summer Flats and Summer Villas hearings
Rural residents presented a 'Rural Roots' booklet of 23 community stories and urged the council to honor the General Plan's protections for the rural area. Speakers specifically opposed the proposed Summer Villas project at Waterman and Sheldon, which would jump from 35 to 499 homes.
Laguna Incubator Space Project
Three new office/flex buildings on vacant land along Laguna Boulevard could bring offices, training studios, and research and development uses to a corridor that already hosts the Sports Center and the Apple campus. It's infill development on pads approved back in 2009 that never got built.
Affordable housing fee update
First fee update since 2013: single-family fees rise slightly, multifamily drop, office gets its first fee. Builders support the compromise but warn against pricing Elk Grove out of the regional market.
Summer Flats housing density and Waterman Road traffic
A proposal to rezone 27.6 acres to RD-12 and build 120 t-court homes east of Waterman Road has neighbors alarmed about the already-dangerous Waterman/Rancho Drive intersection, parking, school-run congestion and speeds. Commissioners want more traffic answers before recommending the project to council.
Property negotiations with Wilton Rancheria at 8675 Kammerer Road
The city is negotiating over two pieces of land — one with Creekside Christian Church and one with Justin Shergill. Nothing was agreed to yet, but any eventual deal could affect how those parcels are used.
Calvine Pointe storage and retail project
A long-vacant pad at the Calvine Pointe shopping center will get a three-story storage building with ground-floor retail, possibly a Pet Supplies Plus. The Council supports it but wants a citywide study on whether Elk Grove has too many storage facilities.
Council priority projects progress
Highlights include the old library reuse planning (input meetings Sept 2 and 16), the Laguna Creek Trail Highway 99 overcrossing (bidding in October), the permanent homeless shelter site at Survey Road/East Stockton Boulevard, and 65 acres added to the Grant Line Business Park.
Elk Grove Subaru dealership redesign
Subaru updated its national dealership design, and the Elk Grove Auto Mall store wants the new look. The city approved the exterior changes while keeping parking, site layout, and building size unchanged. The general manager says construction could break ground in November and finish by January 2028.
Protection of rural Elk Grove and the General Plan
A steady stream of rural residents urged the commission to honor the general plan's protections for rural Elk Grove, handing over a booklet of 23 family stories. Several specifically called out a proposed development on the south side of Shelton Road, citing missing utilities and an unfinished environmental review.
City of Elk Grove v. Continuum Care, LLC litigation
The council got an update on an active lawsuit the city is involved in against Continuum Care, LLC in Sacramento County Superior Court.
East Stockton Boulevard and Survey Road parcel negotiation
The City is negotiating over a vacant 0.98-acre parcel at the northeast corner of East Stockton Boulevard and Survey Road. Price and terms were discussed behind closed doors; no deal was announced.
Parcel split at 10660 Calvine Road
A 5-acre rural residential property is being divided into a 2-acre and a 3-acre lot, with the two existing homes staying put and no new houses proposed yet. The southern lot has only 1.35 buildable acres because of a floodway.
New Public Works corporation yard
The city's existing corporation yard is out of room, and the council endorsed building a new one at 9255 Disposal Lane for about $65.5 million — barely more than fixing the old site. Design could start this summer with construction around 2028-2030.
Franklin Boulevard property negotiation
The city is negotiating price and terms with the Hampton parties over a portion of 10592 Franklin Boulevard. Details are confidential until a deal is reached.
Housing Development and General Plan Change
Rural Elk Grove residents are fighting a proposed housing project that would need a change to the city’s general plan. If you care about how your neighborhood grows, this is the fight to watch right now.
